2.20.010 Authority
This ordinance is enacted pursuant to the authority granted in NRS 428.015. (Ord. 522, 1990)

2.20.020 Definitions
For the purpose of this chapter, the following definitions apply: 
    A.  "
Board". The Douglas County board of commissioners. 
    B.  "
Division". The division of social services 
    C.  "
Manager". The manager or supervisor of the county division of human services. (Ord. 1377, 2011; Ord. 1203, 2007; Ord. 522, 1990)

2.20.030 Division created
There is created a Douglas County division of social services, which is under the community services department, consisting of a manager or supervisor and other officers and employees authorized by this chapter and which is expressly authorized to exercise and perform the duties granted to the board under chapter 428 of NRS. (Ord. 1377, 2011; Ord. 1203, 2007; Ord. 1111, 2005; Ord. 522, 1990)

2.20.060 Guidelines
    A. The board shall adopt by resolution social services division guidelines which set out the division's policies and procedures and will include: 
        1.  
Organization, 
        2.  Program management, 
        3.  Ca
se management, 
        4.  Eligibility standards, 
        5.  Eligibility determination, 
        6.  Services provided, and 
        7.  Grants.
    B. The guidelines may be modified to comply with the Douglas County Code and NRS by resolution of the board. Amendments should be done in a manner to preserve consistency in benefits and services whenever possible. (Ord. 522, 1990)

2.20.070 Eligibility, determination and appeal
    A.  Written notification must be made to applicant personally or by mail within 10 days after eligibility is determined. 
    B.  
After notification the person denied assistance may request a hearing in writing within 30 days from the date of the issuance of the denial letter. The hearing must be conducted by the manager or his designee, but must not be the employee or representative of the county who investigated or made the initial decision to deny assistance. 
    C. 
A decision adverse to the person denied assistance must be in writing and set forth the factual basis for the decision and the applicable regulation. A copy of the decision must be served personally or by certified mail upon each party and his representative. 
    D. 
A person aggrieved by the final decision of the county may, within 30 days after the date on which written notice of the decision is served or mailed, petition the district court where he resides to review the decision. The review by the district court must comply with the procedures set forth in NRS 428.093. (Ord. 1203, 2007; Ord. 522, 1990)
