2.52.010 Established--Membership
There is established the Cave Rock Water Advisory Board (advisory board). The advisory board will consist of five members. 
    A.  Members of the advisory board must be users of the Cave Rock water system and reside in the Cave Rock service area. Members will serve without compensation. 
    B.  Members will be selected at large by the board of commissioners (commissioners) at their discretion, although preference will be given to representatives from the individual improvement districts or subdivisions. 
    C.  The commissioners must appoint members for a term of two years, except for the initial term, and may reappoint any member to subsequent terms of two years. Any vacancy occurring during a member's term shall be filled by the commissioners. A person appointed to fill a vacancy occurring during a term shall serve out the unexpired term of the member replaced. On the effective date of this ordinance, the commissioners must set the initial appointed members' terms to provide for the terms of three of the appointed members to end on December 31, 1992, and for the terms of two of the appointed members terms to end on December 31, 1991. 2.52.020 Chairman, election, and duties
    A. The advisory board must elect from its membership a chairman and vice-chairman. 
    B.  The chairman will preside at meetings and be the signatory of any correspondence necessitated by operation of the advisory board. (Ord. 520, 1990)

2.52.030 Rules and regulations
The advisory board may adopt rules and regulations regarding its meetings and procedures. (Ord. 520, 1990)

2.52.040 Quorum
Three members of the advisory board will constitute a quorum. The approval of a majority of all members present to vote is necessary on any action the advisory board desires to take. (Ord. 520, 1990)

2.52.050 Meetings
The advisory board must hold a public meeting on a regular day each month unless a rule changing the meeting is adopted by the advisory board. At least three working days prior to any meeting, copies of the proposed agenda must be available to the public in the county clerk's office and shall, additionally, be mailed to each member of the advisory board. Notice of the meetings and the conduct of the meetings of the advisory board, including the taking of minutes and their transcription and retention, must comply with the provisions of chapter 241 of the NRS, Nevada Opening Meeting Law. (Ord. 520, 1990)

2.52.060 Advisory duties
The advisory board will advise the commissioners regarding the operation of Cave Rock water system. The commissioners must consider the advice of the advisory board presented to them but the advisory board's recommendations are not binding on the commissioners. It is incumbent on the advisory board to make timely recommendations to the commissioners. The commissioners may continue a matter to allow the advisory board an opportunity to consider an issue concerning Cave Rock water system but may decide the issue without advice from the advisory board. This advice includes but is not limited to the following: 
    A.  The advisory board must meet as soon as practicable following the acquisition of the water system by Douglas County to review the enterprise fund procedures set up by the county and make any recommendations to the commissioners for any modifications unique to the Cave Rock water system. 
    B.  Prior to action by the commissioners, the advisory board may hold a public meeting on any issue concerning the operation, improvement, rates, or financing of the Cave Rock water system and inform the commissioners of its position. 
    C.  In the event that revenues received from the users are insufficient to pay the costs associated with the operation, maintenance, repair, replacement, depreciation, or upgrading of the water system the advisory board must meet to determine rates sufficient to meet those costs and make that recommendation to the commissioners.
