2.56.010 Established-Membership
There is established the water conveyance advisory committee (committee). The committee will consist of five members. 
    A.  Members of the committee must be current or past water conveyance users or have experience in soil conservation or other related fields. 
    B.  Members will serve without compensation. 
    C.  Members will be selected at large by the board of commissioners (commissioners) at their discretion. Preference will be given to persons who are representatives from the individual irrigation associations or major ditch organizations and preference will be given so that two members to represent the West Fork of the Carson River and three members to represent the East Fork of the Carson River. 
    D.  The commissioners must appoint members for a term of two years, except for the initial term, and may reappoint any member to subsequent terms of two years. Any vacancy occurring during a member's term shall be filled by the commissioners. A person appointed to fill a vacancy occurring during a term shall serve out the unexpired term of the member replaced. On the effective date of this ordinance, the commissioners must set the initial appointed members' terms to provide for the terms of three of the appointed members to end on December 31, 1992, and for the terms of two of the appointed members terms to end on December 31, 1991. 2.56.020 Chairman, election, and duties
    A.  The committee must elect from its membership a chairman and vice-chairman. 
    B.  The chairman will preside at meetings and be the signatory of any correspondence necessitated by operation of the committee. (Ord. 537, 1991)

2.56.030 Rules and regulations
The committee may adopt rules and regulations regarding its meetings and procedures. (Ord. 537, 1991)

2.56.040 Quorum
Three members of the committee will constitute a quorum. The approval of a majority of all members present to vote is necessary on any action the committee desires to take. (Ord. 537, 1991)

2.56.050 Meetings
The committee must hold a public meeting on a regular day each month unless a rule changing the meeting is adopted by the committee. At least three working days prior to any meeting, copies of the proposed agenda must be available to the public in the county clerk's office and shall, additionally, be mailed to each member of the committee. Notice of the meetings and the conduct of the meetings of the committee, including the taking of minutes and their transcription and retention, must comply with the provisions of chapter 241 of NRS, Nevada Open Meeting Law. (Ord. 537, 1991)

2.56.060 Duties
The committee will advise the commissioners regarding the effects of development on the water conveyance systems in Douglas County and carry out the duties of reviewing subdivision, parcel and land division maps and other land development proposals in accordance with the requirements of this code. 
    A. The committee must meet as soon as practicable following the enactment of this ordinance to adopt procedures for reviewing maps. 
    B.  The committee shall hold public meetings with affected water conveyance users if necessary to gather evidence for its determination whether maps comply with the code. 
    C.  The committee may request technical support from the county when necessary to carry out its duties. 
    D.  The committee may also request the commissioners to adopt by resolution additional fees for maps to pay for any necessary expenses of the committee. (Ord. 537, 1991)
