2.60.010 Purpose
As required by state law, the board of county commissioners establishes these procedures for creating or amending a list of appraisers qualified to conduct appraisals of real property owned by the county and offered for sale or lease by the board. (Ord. 1184, 2006)

2.60.020 Requirements
Before the county may sell or lease county-owned property, the county manager or a department head authorized by the board to negotiate to sell or lease the property must obtain two appraisals prepared by appraisers selected from a list established by section 2.60.040. (Ord. 1184, 2006)

2.60.030 Appraiser qualifications
The qualifications for an appraiser to be eligible for the county’s list include, but are not limited to: 
    A. 
Holding a general appraiser certificate from the Nevada Real Estate Division. 
    B. 
Five years experience in appraising real property in northern Nevada. 
    C. 
A resume with the qualifications, certifications, years of experience, and professional expertise of the person performing the work. 
    D. 
The time the appraiser will take to complete appraisal projects. 
    E. 
A list of fees. 
    F.
Professional liability insurance as required by the county. 
    G. 
Willingness to indemnify the county for errors, omissions and negligence. 
    H. 
Any other criteria the board determines are necessary. (Ord. 1184, 2006)

2.60.040 Appraiser list
A list of appraisers will be established by the board as follows: 
    A.  The county manager will send notice to the current certified general appraisers with offices in northern Nevada requesting a response with their qualifications if they are interested in providing appraisals for the sale or lease of real property owned by Douglas County. 
    B.  The county manager will review and compile a list of qualified appraisers and organize it in random order. 
    C.  After an appraiser has completed an appraisal, the appraiser will be added to the bottom of the list. 
    D.  The list may be amended by the county manager to remove names on written request from the appraiser, on information received from the state of Nevada that the appraiser is no longer active, or on the board’s determination that there is a basis for removal. (Ord. 1184, 2006)

2.60.050 Selection of appraisers
The two appraisers at the top of the list will be chosen by the county manager to appraise the property the county is intending to sell or lease. The appraisers chosen must submit a proposal with a time frame of less than three months, a fee quote, their qualification for the particular assignment and a statement that they do not have a conflict in appraising the property. A conflict is created when the appraiser or a person related to the appraiser within the third degree of consanguinity or affinity has an interest in the property or property adjoining the property to be appraised. If an appraiser cannot meet these requirements the appraiser is considered not qualified for the appraisal and the county manager may pick the next appraiser on the list. An appraiser that is found not qualified for a job retains the same position on the list for the next job. (Ord. 1184, 2006)

2.60.060 Sunset provision
This ordinance is effective until the date of repeal of the state law requiring the board of county commissioners to obtain two appraisals when offering any real property for lease or sale and to adopt an ordinance creating a list of appraisers. (Ord. 1184, 2006)
