18.08.010 Findings and declarations
The board of county commissioners makes the following findings and declarations: 
    A.  On September 4, 1980, the board of county commissioners declared the sewerage pond serving homes in the area commonly known as Ridgeview Estates and Vista Grande Units #1 and #2 to be a public nuisance. 
    B.  The abatement of the public nuisance and the general upgrading of the areas known as Vista Grande Units #1 and #2 and Ridgeview Estates is necessary for the protection of the public health, safety and welfare. 
    C.  After examination of all available alternatives the board finds that: 
        1.  The public convenience and necessity require the creation of the North Valley General Improvement District ("District"). 
        2.  The creation of the district as an interim financing vehicle for the purpose of bringing sewer and water supply facilities in the area to a standard commensurate with the Indian Hills General Improvement District is economically sound and feasible. 
        3.  A service plan for the district was filed with the county clerk pursuant to NRS 308.070, and a public hearing on the service plan has been set for November 6, 1980 at 2:00 p.m. in the meeting room of the Douglas County Public Library, Minden, Nevada. 
        4.  The service plan will conform to subsection 1 of NRS 308.030 and will not contravene any of the criteria enumerated in subsection 1 of NRS 308.060. 
        5.  The board finds that the district shall serve only as an interim financing vehicle for bringing the sewer and water supply facilities in the Ridgeview and Vista Grande Units #1 and #2 to a standard commensurate with the Indian Hills General Improvement District. At such time as the facilities in the district are to a standard commensurate with the Indian Hills General Improvements District, or when provision has been made for bringing the facilities in the Ridgeview and Vista Grande Units #1 and # 2 to such commensurate standards, the board of commissioners will initiate proceedings to consolidate the North Valley General Improvement District and the Indian Hills General Improvement District. Such future consolidation will be made only in a manner which will insure a fair and equitable transition of the assets and liabilities of the district to the consolidated district. In no case shall the liabilities of either district be transferred to the taxpayer's of the other district. (Ord. 351 §5(part), 1980)

18.08.020 Creation
    A.  The board of commissioners by this chapter initiates the formation of the North Valley General Improvement District. 
    B.  The district is to be created for the purpose of exercising the basic powers of sanitary sewer and domestic water system improvements. 
    C.  Pursuant to NRS 3180.0953, the board of county commissioners shall serve as the ex-officio board of trustees of the district. (Ord. 351 §5(part), 1980)

18.08.030 Boundary description
    A.  The boundaries of the territory to be included in the district is generally described as those areas commonly referred to as Ridgeview Estates and Vista Grande Units #1 and #2 and adjacent contiguous lands being the logical part of the district, which boundaries are further and more particularly described by the Proposed Boundary Map of North Valley General Improvement District dated October 15, 1980, which is attached as Exhibit A to the ordinance codified in this chapter and incorporated in this chapter by reference.         
    B.  The time and place for the hearing on the ordinance to create the district is set, and will be November 6, 1980 at two p.m. in the Douglas County Public Library, Minden, Nevada. (Ord. 351 §5(part), 1980)
