18.12.010 Creation
    A.  The board of county commissioners by this chapter creates a county wide water district to be known as the Douglas County Water District ("Water District"). 
    B.  The water district is created pursuant to AB 153 section 10, subsection 5. (AB 153 will be known as chapter 621 of the Statutes of Nevada.) 
    C.  The purpose of the water district is to plan, construct, maintain and operate waterworks and to obtain water and water rights for the benefit of the district. (Ord. 783, 1998; Ord. 757, 1997; Ord. 496, 1989)

18.12.020 Boundaries
The boundaries of the water district are the boundaries of Douglas County, Nevada, as defined in NRS 243.045. (Ord. 783, 1997; Ord. 757, 1997; Ord. 496, 1989)

18.12.030 Organization
    A.  The board of county commissioners shall be the ex-officio board of directors which shall govern the water district. 
    B.  The chairman of the board of county commissioners shall be the ex-officio chairman of the board of directors for the water district. 
    C.  The county clerk shall function as the ex-officio treasurer for the water district.     
    D.  The county treasurer shall be the ex-officio treasurer for the water district. 
    E.  The district attorney of Douglas County shall be the ex-officio attorney for the water district. 
    F.  The board of directors of the water district shall have all those powers enumerated in AB 153 section 10, subsection 5, including the power to levy taxes to allow the district to plan, construct, maintain and operate waterworks and to obtain water and water rights for the benefit of the district. 18.12.040 Bylaws
Upon the effective date of the ordinance codified in this chapter, the board of directors for the water district may adopt bylaws which set forth the rules and regulations and authorities which the board of directors for the water district may exercise.
