18.15.010 Declaration of Policy

It is found and declared that in order to provide adequate, economical, and efficient ambulance and related paramedic care services to the inhabitants of Douglas County, and to promote the general welfare of Douglas County inhabitants, it is appropriate to designate the East Fork Fire Protection District and the Tahoe Douglas Fire Protection District as the exclusive providers of ambulance and related advanced emergency medical technician or paramedic care services within their respective district boundaries. 18.15.020 East Fork Fire Protection District and Tahoe Douglas Fire Protection District to Have Exclusive Right to Provide Ambulance and Related Advanced Emergency Medical Technician or Paramedic Care Within Th

    A. Pursuant to NRS 244.187, Douglas County designates the East Fork Fire Protection District and Tahoe Douglas Fire Protection District as having the exclusive right to provide all emergency and nonemergency ground ambulance and related advanced emergency medical technician or paramedic services originating within their respective district boundaries.
    B. No other person, firm, corporation, entity or association may provide ambulance or related advanced emergency medical technician or paramedic services originating within the boundaries of the East Fork Fire Protection District and the Tahoe Douglas Fire Protection District without prior approval of the Douglas County Board of County Commissioners. 
    C.  Nothing in this Chapter shall prevent any outside ambulance service from transporting patients originating from other jurisdictions into or through the boundaries of the East Fork Fire Protection District or the Tahoe Douglas Fire District. 
    D.  Nothing in this Chapter shall prevent any medical care provider from contracting with a service to provide transfer services from one facility to another facility, provided that they transfer service is limited to transferring those persons who do not require the use of a gurney. 18.15.030 Ambulance and Paramedic Defined.

    A. As used in this Chapter, "ambulance," "advanced emergency medical technician" and "paramedic" shall have the meaning provided in NRS Chapter 450B.
    
B. All ambulance and advanced emergency medical technician or paramedic services provided by the East Fork Fire Protection District and the Tahoe Douglas Fire Protection District shall comply with NRS Chapter 450B and the rules and regulations promulgated thereunder by the Nevada State Board of Health. 18.15.040 Establishment of Level of Service, Fees and Rates

The Douglas County Board of Commissioners delegates the authority to establish appropriate levels of ambulance and advanced emergency medical technician or paramedic service, fees, and rates to the respective governing boards of the East Fork Fire Protection District and the Tahoe Douglas Fire Protection District.  (Ord. 1437, 2015)
