2.16.010 Chapter purpose
The purpose of this chapter is to create a department of community development of Douglas County and to establish the duties and authority of the director of the department of community development to establish design criteria and improvement standards for public improvements. 2.16.040 Standard specifications for public works construction
    A.  The director of community development will maintain a published document entitled “Design Criteria and Improvement Standards.” The director of community development must also maintain standard detailed drawings of public improvements. 
    B. 
The design criteria and improvement standards together with the detailed drawings and county code are the minimum standards for any construction required by other ordinances within any public street, road or easement within Douglas County. Nothing in the ordinance will prevent any special district or town from requiring higher standards for public improvements. 
    C. 
It is the duty of the director of community development and his authorized agents to inspect all public improvements under construction for compliance with the design criteria and improvement standards and county code. 
    D. 
Any subdivider, contractor or person who constructs public improvements not in compliance with the design criteria and improvement standards or who fails to comply with other provisions of the design criteria and improvement standards is guilty of a misdemeanor and is punishable as provided by law. 
    E. 
Any person who is aggrieved by a decision of the director of community development or who wishes to contest any requirement or subsequent amendment to the design criteria and improvements standards may file a request to be heard with the board of commissioners who will act as a board of appeals on all matters concerning the actions of the director of community development and the design criteria and improvement standards (Ord. 1111, 2005; Ord. 936, 2000; Ord. 294 §1, 1978; Ord. 201 §4, 1973)
